Community, Leaders Trained in Digital Skills to Boost Digital Inclusion in Apac

Community members, district staff, and political leaders from Apac District and Apac Municipality have completed a three-day digital skills development training aimed at empowering rural unserved and underserved communities to fully participate in the digital economy.

The training, conducted from 18th to 20th February 2026 at the Planning Unit Boardroom at Apac District Headquarters, was organized by the Uganda Communications Commission and implemented by Epic Brands.

The initiative sought to equip participants with practical digital knowledge and skills to help rural communities harness the benefits of digitization, tap into emerging opportunities within the digital economy, and adapt to the evolving realities brought about by and following the COVID-19 pandemic.

Bridging the Digital Divide

Speaking during the training, Japher Madanda, Director of Epic Brands, emphasized the importance of digital literacy in transforming livelihoods, improving service delivery, and enhancing communication. Participants were taken through key areas including basic computer applications, internet usage, online safety, digital communication tools, and leveraging digital platforms for economic and social development.

The program particularly targeted rural unserved and underserved communities, where limited access to digital infrastructure and low digital literacy levels have hindered effective participation in national development programs.

Leaders noted that strengthening digital capacities among local leaders and technical staff is critical in ensuring that knowledge cascades to grassroots communities.

Building Resilient Communities Post COVID-19

The training underscored the lessons learned during the COVID-19 crisis, where digital platforms became essential for education, business, communication, and access to government services. Participants were encouraged to embrace digital solutions as tools for resilience, innovation, and continuity in times of disruption.

“This training is timely because digital skills are no longer optional but essential,” Edam Peter, one of the participants, noted. “Our communities must not be left behind in the digital transformation agenda.”

Commitment to Sustainable Digital Transformation

The Assistant Resident District Commissioner, Mr. Jonal Okot, welcomed the initiative, describing it as a significant step toward inclusive development and improved service delivery. He pledged continued collaboration with partners to expand digital literacy programs across sub-counties and parishes.

With support from UCC and implementing partners, Apac District and Municipality are now better positioned to promote digital inclusion, empower local communities, and unlock opportunities within Uganda’s growing digital economy.

The training marks yet another milestone in efforts to ensure that rural communities are not left behind in the county’s journey toward digital transformation.
