VACANCIES ANNOUNCEMENT

 

Applications are invited from suitably qualified persons to fill the vacant posts that exist in the service of Apac District Local Government. Applications should be submitted in triplicate on PSC Form 3 (Revised 2008) to the SECRETARY, DISTRICT SERVICE COMMISSION, P.O BOX 1, APAC, not later than Friday, 25th September, 2020 from 24th August 2020.

Application forms  can be downloaded from our website: www.apac.go.ug, or, www.psc.go.ug, or  the Public Service Commission Office 2nd Floor, Farmers House, Parliament Avenue, Kampala and / or any  District Service Commission Offices and must be filled in the applicants’ hand writing with three (3) current passport size photographs attached.

 Serving officers should route in their applications through their heads of Departments who should be informed of the closing date to avoid delay.

Applicants should attach three sets of certified photocopies of their academic certificates, transcripts, pass slips(where applicable), and identity cards from all the institutions/schools attended, registration and annual practicing License(where applicable) and any other supporting  documents with three recent passport size photographs and any other relevant documents  to each of the three application forms.

Those that will be shortlisted and invited for interviews must come with original academic and professional documents, identity cards from all the institutions/schools attended and National Identity Cards. Only shortlisted candidates will be contacted.

Title of the Post: District Health Officer

Programme Name: Directorate of Health Services

Person Specifications

(i) Qualifications

An MB.Ch.B or BDS or equivalent degree from a recognized University.
Masters Degree in Public Health, or its equivalent from a recognized Institution.
Must be registered and licensed with relevant council.
PGD in PAM is an added advantage
(ii) Experience

At least nine (9) years working experience in Clinical Practice three (3) of which at Senior Health Service management level

(iii) Competences

13. Key Duties of the Post/Key Result Areas:

a)      Planning and budgeting for health service delivery and infrastructure in the District;

b)      Mobilizing resources for health service delivery and infrastructure in the District;

c)      Monitoring and evaluating the delivery of health services in the district;

d)      Procuring medical supplies and equipment;

e)      Providing technical guidance and support supervision to Health Centres;

f)       Managing and accounting for financial, medical supplies and other resources allocated to the Districts;

g)      Coordinating the maintenance of Health equipment and facilities;

h)      Interpreting National Health Policy and integrating it into District Health Plans;

i)       Managing the implementation of the Uganda National Minimum Health Care Package (UNMHCP);

j)       Tendering advice on health related issues to the District Councils and other stakeholders;

k)      Carrying out monitoring and evaluation of health programs in the District;

l)       Coordinating sensitization programs about PHC in the Communities;

m)   Carrying out Human Resource management functions like identifying manpower needs, training, mentoring, coaching, promotions, leave, deployment and periodic assessment of health staff Managing health research;

Person Specifications

(i) Qualifications

An Honors Bachelor of Science Degree in either Forestry; Wetlands Management; Environmental Studies; Land Management or any other relevant Science Degree plus a Post-graduate Qualification in management studies from a recognized institution.

ii) Working experience

At least 9 years working experience 3 of which at a Principal level in a natural resources

management environment.

(iii) Competences

Planning, organizing and coordinating; Human resource management; concern for quality and standards; Accountability; Communication; Concern for quality and standards; and Time management.

Key Duties of the Post/Key Result Areas:

a)      Enforcing the implementation of National Policies, Rules, Regulations and Council byelaws on sustainable exploitation of natural resources;

b)      Managing the provision of extension services on natural resources;

c)      Appraising work plans and technical proposals in regard to environment impact assessment;

d)      Preparing and submitting work plans and budgets for the Natural Resources subsector;

e)      Tendering technical advice to the District Council and other stakeholders;

f)       Managing issues of land tenure ownership and lease holdings in the district;

g)      Appraising and ascertaining compliance to land use regulations and the district infrastructure designs. Initiating and advising Council natural resources bye laws and ordinances;

h)      Supervising and appraising the performance of the departmental staff; and

i)       Preparing and presenting performance reports to the District Council and other stakeholders.

(i) Qualifications

An Honours Bachelors Degree in Commerce, Economics, Cooperatives, Business Administration/ Business Studies, Entrepreneurship, Finance and Accounting from a recognised university/institution plus a master degree in a relevant field, from a recognized institution.\

(ii) Experience

Nine (9) years of working experience 3 of which should be at Principal Commercial officer level or equivalent level of experience from a reputable organization.

(iii) Competences

Planning, organizing and coordinating; Human resource management; Financial management; Accountability; Concern for quality and standard; Communication; and

Time management.

j)       Implementing and monitoring policies, programmes and laws on Commercial sub sector;

(i) Qualifications

v  Must have Enrolled Nursing Certificate from a recognized Institution.

v  Must be registered and licensed with the Nurses and Midwives Council.

 (ii) Competences

a)      Receiving, registering and preparing patients for diagnosis;

b)      Providing quality nursing care and treatment to patients;

(i) Qualifications

v  Must have a Certificate in Environmental Health Science or its equivalent from a recognized Institution.

v  Must be registered with the Allied Health Professionals Council.

 (ii) Competences

v  Quality environmental sanitation;

v  Plans allocation of staff, funds and facilities to deliver on expected outputs;

v  Able to define and attain targets within set timeframes; and

v  Able to appreciate and support change initiatives.

v  Enforcement of procedures that promote quality and standard health service delivery;

Person Specifications

(i) Qualifications

An Honors Bachelors Degree in Social Sciences, Development Studies, Social Work and Social

Administration or Arts or Business Administration/ Business studies (Management option) or

Bachelor of Management Sciences, from a recognized University.

A certificate in Administrative Officer’s Law from a recognized institution.

(ii) Experience:

At least three (3) years of experience as an administrative officer in a public or reputable

organization.

(iii) Competences:

 Planning, organizing and coordinating, Accountability, Public relations and customer care, communicating effectively; Ethics and integrity; and Concern for quality and standards.

Key Duties of the Post/Key Result Areas:

a)      Managing the implementation of all Districts bye-laws and Government policies, projects,

b)      programmes and lawful directives.

c)      Carrying out general administration of the sub-county in conformity with Government

d)      regulations and policies; District Ordinances or bye-laws; and Trust Fund or Secretariat by lower Councils;

f)       Collecting and accounting of Local Government revenue in the sub-county;

g)      Executing orders and warrants issued by any court of competent jurisdiction;

h)      Assisting in the prevention of crime and maintenance of law, order and security in the subcounty;

i)        Collecting date and keep records of Council.

j)        Providing technical support to the Local Council III in planning, budgeting and implementation of Government programmes; and

k)      Supervising and monitoring the implementation of socio-economic development projects.

Person Specifications

(i) Qualifications

Should hold an Honours Bachelor of Science Degree in Civil Engineering from a recognized University or Institution.

Should also have a Masters in an engineering discipline.

Should be a registered Engineer with Uganda Engineers Registration Board (UERB).

 

(ii) Experience:

At least nine (9) years in a civil engineering job three of which should have been at the level of Principal Engineer (Civil) in Government or equivalent level of experience from a reputable organization.

 

(iii) Competences
