INTERNAL ADVERT

 

Applications are invited from suitably qualified persons to fill vacant posts that exist in the service of Apac District Local Government.

Applications should be submitted in triplicate on PSC Form 3 (Revised 2008) to the SECRETARY, DISTRICT SERVICE COMMISSION, P.O BOX1,APAC, not later than Friday, 25th January, 2019 from the date of this advertisement.

Application forms are obtained/ downloadable from our website: www.apac.go.ug, or  the Public Service Commission Office 2ndFloor, Farmers House, Parliament Avenue, Kampala and / or any other District Service Commission Offices and must be filled in the applicants’ hand writing with three (3) current passport size photographs attached.

 Serving officers should route in their applications through their heads of Departments who should be informed of the closing date to avoid delay.

Application forms must bear the titleand Code/Ref of the post applied for. Certifiedphotocopiesof the academic certificates, transcripts with detailed CVs and other supporting documents must accompany the application forms.

Title of the Post: Senior Procurement Officer

Age Limit: 22-49 years

 (a) Qualifications:

EITHER an Honors Bachelors Degree in Procurement/Purchasing and Supplies or Business

Administration (with a bias in Procurement and Supplies) or Commerce (with a bias in

Procurement and Supplies), plus a post graduate Diploma in Public Procurement Management from a recognized institution.

OR full Professional qualification in Supply Chain Management (CIPS) plus a post graduate

Diploma in Public Procurement Management from a recognized awarding Institution.

(b) Key Competences required for the post:

v  Goods and services procured in a timely and cost-effective manner;

v  Bidding documents and contracts prepared;

v  Appropriate systems, procedures and guidelines for procurement secretariat and contracts committee developed;

v  Bids for high value and specialized procurements and disposals evaluated;

v  Approved contracts prepared, administered and issued and

v  Liaison with suppliers and other stakeholders to ensure timely delivery of goods and services done.

An honors Bachelor degree of Arts/social sciences, social works and social administration or Development studies from a recognized university/ institution.

v  Ethics and integrity;

v  Problem solving and decision making; and

v  Public relations and customer care.

(c) Other requirements:

v  The implementation of policies and programmes to prevent the occurrence of vulnerable children in the community coordinated;

v  Children and youth programmes and projects initiated and developed;

v  Local communities and NGO’s sensitized on child care and protection;

v  Materials on child care and protection developed and disseminated;

v  Plans of action for probation and social welfare developed;

v  Child care institutions supervised;

v  Youth groups organized, registered, developed and guided;

v  Psychological support, arbitration and counseling provided to families; and

v  Family Social welfare, juvenile crime and child abuse investigation reports presented to court.

‘A’ Level with a Certificate in Civil Engineering from a recognised institution.

Key Duties of the Post/Key Result Areas:

v  Regular status of road inventories carried out;

v  Road condition assessment reports produced;

v  Culvert-installation and fabrication supervised;

v  Routine maintenance programmes by contractors prepared and inspected;

v  Log sheets (motorcycle) and time sheets maintained; and

v  Road users sensitized about the importance of roads.

(a) Qualifications:

An Honours Bachelors Degree in Commerce, Economics, Cooperatives, Business Administration/Business Studies, Entrepreneurship, Finance and Accounting from a recognised university/ institution plus a minimum post graduate diploma in any of above field, from a recognized institution.

(b) Key Competences required for the post:

v  Planning, organizing and coordinating;

v  Human resource management;

v  Financial management;

v  Accountability;

v  Concern for quality and standard;

v  Communication; and

v  Time management.

 

Six (6) years of working experience 3 of which should be at the level of Senior Commercial officer level or equivalent level of experience from a relevant field in a reputable organization.

v  Commercial Sub-sector policies, Programmes and Laws implemented and monitored;

v  Commercial sub sector activities, programmes and staff managed and supervised;

v  Evaluation and status reports of the sub-sector activities prepared;

v  All resources availed for the sub sector managed and accounted for;

v  Development projects in Tourism, Trade, industry and Cooperatives initiated;

v  Training and development programmes for both the stakeholders and staff undertaken;

v  Data and statistics Tourism, Trade, Industry and Cooperatives compiled, processed and

v  disseminated to stakeholders;

v  The communities sensitized on the Commercial sub-sector services; and

v  Technical advice on Tourism, Trade, industry and Cooperatives issues provided to stakeholders.

Job Title : Human Resource Officer (Apac Hospital)

Job Purpose

To participate in Human Resource Management in Apac Hospital.

Key Outputs

i. Staff welfare management carried out;

ii. Human resource management such as recruitment, deployment and staff development

executed as per schedule;

iii. Technical advice provided to the council and Sector Departments on matters related to HRM

issues;

iv. Staff performance monitored through staff appraisal exercise to ensure quality service delivery;

v. Human Resource Management work plans, budgets and performance reports prepared;

vi. Human Resource policies, rules, regulations and procedures interpreted;

vii. Assistance in the management of the payroll provided; and

viii. Staff lists and related personnel records compiled, reviewed and safely kept.

Key Functions

i. Carrying out staff welfare management for Local Governments;

ii. Planning and organising the manpower resource through recruitment, deployment, training, utilisation and discharge as per schedule;

iii. Providing technical advice to the council and technical Departments on matters related to

Human Resource Management issues;

iv. Monitoring staff performance through staff appraisal exercise to ensure quality service delivery;

v. Preparing Human Resource Management work plans, budgets and performance reports as

instructed by the supervisor;

vi. Interpreting the Human Resource policies, rules, regulations and procedures;

vii. Providing assistance in the management of the payroll of the Local Governments; and

viii. Compiling, reviewing and keeping custody of the staff lists and related personnel records.

Person specification

(i) Qualifications

An Honors Bachelors Degree in Social Work and Social Administration (SWSA) or HumanResources Management or Social Sciences (with Personnel/ Human Resource Management as an

option) or Management Science or Business Administration (Management) or Arts( with

Personnel/ Human Resource Management as an option) from a recognized University.

(ii) Experience

No work experience in the HRM field is required, but may count as an added advantage.

v  Hazards in the forests like fire outbreaks controlled;

v  Forestry support staff supervised and their performance appraised; and

v  Forest estates inspected and illegal activities reported.
